The Oregon Short Line Railway reached the area in the 1880s, and Nampa developed as one of the towns along the route. Alexander and Hannah Duffes homesteaded land in 1885; the Nampa Land and Improvement Company followed in 1886, and municipal government was formed when Nampa incorporated in 1891.

Irrigation transformed the surrounding sagebrush into productive agricultural land. The city’s historic preservation planning still identifies the railroad, irrigation, and agriculture as central parts of Nampa’s development.

Deer Flat National Wildlife Refuge was established in 1909 and includes the Lake Lowell and Snake River Islands units. The Lake Lowell Unit encompasses more than 10,500 acres, including an almost 9,000-acre lake and surrounding lands.
